Glenn Manning, "The Amazing Colossal Man," believed dead after falling from the Hoover Dam, reemerges in rural Mexico, brain damaged, disfigured, and very angry.

A bit more refined, still not grand
While The Amazing Colossal Man (1957) had a host of technical issues with its special effects that this movie shares, there are fewer of them, and this movie does improve on how to frame the giant in a way so that it can interact with the tiny humans around it, but not by much. However, the story lacks a bit of heart that the first one had, and of course they just replaced the starring role with a new actor and a very lovely face prosthetic. It even made use of flashbacks. It has one scene in color, which was a lovely addition, but it is still not a great movie.
