Universal Soldier II: Brothers in Arms

With the UniSol program budget cut by the government, a gang of mercenaries takes control of the new line of Universal Soldiers for their own nefarious ends. In doing so, they clash with Luc Deveraux, survivor of the first incident with the UniSols, alongside his long-lost and newly-resurrected brother Eric and reporter Veronica Roberts.

Low budget schlock
To try for a sequel and then not include Jean-Claude was of course a mistake, but this was cheaply made, in more ways than one. It makes sense that they get a FAR cheaper actor for a production this cheap.
This is not a good movie - it looks bad, tells a bad story, and is acted and directed poorly. The series picks up briefly at number 4, but this one and number 3 are both stinkers.
